Governance

SIGNAL Earth is governed to preserve epistemic integrity, plural interpretation, and long-horizon institutional stability. Governance is designed to balance openness with authority — and participation with procedural discipline.

Governance Structure

SIGNAL separates authority across layers so that participation is meaningful without democratizing truth, and expertise is disciplined without becoming technocratic.

Layer separation

The System Layer holds versioned, inspectable objects (signals, observations, allocations, regimes, lenses).

The Wiki Layer hosts structured expert discourse that can propose changes to system objects through defined pathways.

The Public Square hosts civic interpretation and contextualization, but cannot directly change system objects.

Roles and responsibilities

Contributors propose edits, sources, and candidate objects.

Stewards guide process, activate governed states (such as disputes), and ensure procedural integrity.

Expert validation may exist as a distinct, explicitly scoped role; it does not override process.

Authority boundaries

No single actor or constituency is permitted to dominate epistemic outcomes.

Governance bodies govern process and admissibility — not conclusions.

Downstream use (markets, policy, advocacy) remains strictly external to governance.
