Residents can observe timing, visible turbidity, odors, wildlife behavior, and posted closures. But claims about bacteria, nutrients, or exposure risk require actual monitoring or official reports.

As a volunteer, I would add photos of the closure signs, rough timing after rain, and whether storm drains are flowing. That gives stewards useful context without pretending to be lab data.

For health interpretation, the timing matters. A closure after heavy rain can be a useful civic signal, but not the same thing as a measured bacteria result unless the monitoring record is linked.
